Silver, Gold Rise Records as Asian Stocks fall; Yen weakens

This is the VOA Special English Technology Report.

Solar water heaters are used around the world and are not very difficult to build. The system we are going to describe is based on a design developed some years ago in Afghanistan. Since then, it has been built and used in many countries.

It can heat seventy liters of water to sixty degrees Celsius. It can do this between sunrise and noon on a clear day with an average air temperature of thirty-two degrees Celsius.

There are two parts to the solar water heater. One part is made of a sheet of metal painted black. Black surfaces become hotter in the sun than surfaces painted any other color.

This black metal plate is called a collector. The collector is placed in contact with the water.

There are several kinds of metal sheets that can be used for the collector. Corrugated metal will work very well. Corrugated sheets are often used as roofs on housing.

Once the water is heated, it is kept hot with insulation material. This allows the water to stay warm for a long time.

The second part of the solar water heater holds the water for the system. This storage tank can be a container that holds about one hundred liters. Two rubber pipes are attached to the water storage tank. One pipe lets water flow into the system. The other lets water flow out.

When the water heater is working correctly, water will flow from the storage tank to the collector and back again. You can use the hot water at the top of the tank for washing and cleaning. You can change the flow of water so that the temperature is hot or warm as desired.

This solar water heater is easy to build and operate. It will last about two years before the rubber pipes need to be replaced.

There is also something else you will need to make the solar water heater work -- the sun. As you might expect, the heater will heat water only on sunny days.

Seeding delayed for flooded Prairie farmers

The Government of Saskatchewan does not say a single farmer has developed a crop in the ground and things are not looking much better farm elsewhere across the prairies waterlogged.

Spokesman for Saskatchewan Agriculture Grant McLean said spring seedlings are delayed in the province due to flooding, with the region of the southwest of the province particularly soggy. But McLean said it is still early and there is much opportunity for a strong culture of 2011.

REALITY check: Prescription book, the promise of a plan 2004 national drug

Before we get to what the parties are saying, it helps to understand what this national strategy entails, at least as it was envisioned when the federal, provincial and territorial governments signed a 10-year health agreement in 2004 that was supposed to be a "fix for a generation."

The strategy is comprised of the following elements.

(1) Develop, assess and cost options for catastrophic drug coverage;

(2) Establish a common national drug formulary for participating jurisdictions based on safety and cost effectiveness;

(3) Accelerate access to breakthrough drugs for unmet health needs through improvements to the drug approval process;

(4) Strengthen evaluation of real-world drug safety and effectiveness;

(5) Pursue purchasing strategies to obtain best prices for Canadians for drugs and vaccines;

(6) Enhance action to influence the prescribing behaviour of health-care professionals so that drugs are used only when needed and the right drug is used for the right problem.

(7) Broaden the practice of e-prescribing through accelerated development and deployment of the electronic health record;

(8) Accelerate access to non-patented drugs and achieve international parity on prices of non-patented drugs;

(9) Enhance the analysis of cost drivers and cost effectiveness, including best practices in drug plan policies;

(10) Undertake research on expensive medications for rare diseases. (A measure added to the strategy in 2005)

The Health Council of Canada, an agency set up to monitor the promised has noted some progress: notably an initiative called "common drug review" is to establish ways of buying drugs more cheaply. as well as help for people with rare diseases.

Purpose as its 2009 report put it, the National Pharmaceuticals Strategy is "a prescription unfilled."

For health policy experts such as Steve Morgan, at the University of British Columbia, what has happened is simple: promises have been broken and your access to affordable drugs varies depending on where you live.

"If the same standards were to apply to medicare that are being applied to this, Canadians would be outraged," he says. "We would be going to the polls voting on this particular issue because it would be such a travesty."

So what went wrong?

The first thing to keep in mind is that the provinces are the ones mostly responsible for prescription drugs. They determine what drugs get covered and for whom.

The federal role is limited to drug approval and monitoring drugs for effectiveness and side effects once doctors begin prescribing them. (Ottawa is responsible for prescribing drugs for First Nation's communities.)

Of course, Ottawa also transfers billions of dollars to the provinces and territories for health care under the 10-year agreement, which should ensure it has some say in the process. Goal as Morgan and others point out, when it comes to pharmacare there are many players in the system.

The majority of requirements in this country are handled through private drug plans, so insurance companies determine which drugs they will cover. Most of these companies cover drugs for common branch, but not necessarily for drugs designed to treat rare diseases, which is why in 2005, this provision became part of the national strategy.

Doctors are participating key as well, and they have been sometimes criticized for driving up costs by prescribing too many pills, and favoring the more expensive name-brand products over the cheaper generic versions.

For their part, the pharmaceutical companies are often accused of flooding the market with brand or generic versions of what is already out there.

Given the number of players, it's no wonder that the Conservatives, Liberals and NDP talk primarily about the need to negotiate, a process that, thus far, has achieved little progress when it comes to extending the reach of the national program or even drug safety.

What are the parties saying?

The Liberals are promising to make prescription drugs a key component in the post-2014 health transfer talks with the provinces and territories, which the party vows to kick-start within a few months of coming to power.

"Prescription drugs are becoming a greater part of patient care," Michael Ignatieff, said in a news release. "we need to make sure all canadians, no matter where they live, have access to the prescription drugs they need."

But while access and affordability are important components of a national drug strategy, there are other elements as well. What would the Liberals do to improve the monitoring of drug safety? How would the party deal with the prescribing habits of physicians? None of these are directly addressed.

For its part, the NDP covers similar ground but also promised "improved assessment to ensure quality, safety and cost and health effectiveness of prescription drugs;" using bargaining power in pharmaceutical purchases; cutting administrative costs through public administration; "establishing science-based forms and clinical guidelines to advance evidence-based practice by physicians."

These are the kinds of ideas that many health policy experts are advancing. But the problem is that much of the administration would have to be carried out by provincial authorities and how would a federal government get them onside?

As for the negotiation, other than committing to "a universal public health-care system and the Canada Health Act, and the right of provinces to deliver health care within their jurisdictions," the party is silent when it comes to a drug strategy. The same is true for the Green Party and the Bloc Quebecois.

The way forward

When it comes to crafting a national pharmaceutical strategy, there has been lots of talk but little action, or political will, since the big heath agreement was signed in 2004.

Last year, the Canadian Institute for Health Information reported that prescription drug expenditures totaled $30-billion and represented the third most expensive element of the system behind hospitals and doctors.

Growing at a rate of 5.1 per cent a year, drug expenditures are slowing somewhat compared to previous years and other health-care expenditures. But they are still a big component and there are still huge regional gaps in coverage.

Experts like UBC's Steve Morgan suggests that if Canada is serious about getting a national pharmacare strategy together, we should look beyond our borders.

"Australia and New Zealand run interesting and quite efficient systems," he says. "There are examples that can be drawn from Europe where they have reasonably equitable and efficient systems for financing medicines."

You would think a federal election campaign would be just the place to raise some of these examples.

Pirate air with nail clipper mastered by Alitalia crew

A passenger restless on a flight Alitalia in Paris to Rome Sunday evening attacked a flight attendant and demanded the plane diverted the Libya but other officers subdued the man, said the airline.

Police took the man into custody for questioning at the airport of Rome Leonardo da Vinci, said Alitalia.

FAITH LAPIDUS: And I'm Faith Lapidus. This week on our program we look at the interesting political life of America's third largest city, Chicago.

BARACK OBAMA: "Hello, Chicago! [Applause.] It is good to be back in Chicago! [Applause.]"


BOB DOUGHTY: Chicago, Illinois, is the hometown of President Obama. He appeared at three fund-raising events on April fourteenth -- the first events of his campaign for re-election next year.


Mr. Obama is basing his campaign headquarters in Chicago. He pointed out that this is the first time in modern history that a sitting president has based a re-election campaign outside of Washington.


BARACK OBAMA: "This is the city where I got my start in politics twenty-five years ago, working with churches on the South Side to bring jobs to the jobless and hope to the hopeless. It’s where I stood with so many of you in Grant Park, almost two and a half years ago when we showed the world that all things are possible in the United States of America. [Applause.]"


VOICE TWO: Soon another notable event will take place in Chicago. Richard M. Daley is retiring as mayor of the city. Mayor Daley has led Chicago for twenty-two years, since nineteen eighty-nine.

Chicagoans have elected Rahm Emanuel as their next mayor. Mr. Emanuel served as chief of staff to President Obama. He has also served as a Democratic congressman from the Chicago area.


On May sixteenth Rahm Emanuel will become the top political leader of a city famous for its politics, long controlled by Democrats. In fact, Chicago has not had a Republican mayor in eighty years, since William "Big Bill" Thompson left office in nineteen thirty-one.


BOB DOUGHTY: Chicago is a big place to govern -- the business center of the Midwest. The city lies along the shore of one of the Great Lakes, Lake Michigan. Some of the wealthiest people in Chicago live in the high-rise buildings along the lakeshore.


Chicago is divided into fifty legislative areas called wards. Each ward elects a representative known as an alderman to the Chicago City Council.


Last year's national census found that two million seven hundred thousand people were living in the city. That was a decrease of about seven percent since the last census in two thousand.


The population is racially and ethnically mixed. Whites are the largest group at forty-five percent. The city also has large numbers of blacks and Hispanics. And it has large numbers of people who work in Chicago but live in the growing suburbs outside the city.


FAITH LAPIDUS: The most influential political organization in Chicago is the Cook County Democratic Party. The organization is also known as the "Chicago Machine" or simply "The Machine." Many of its leaders have been of Irish, Polish and other immigrant ancestry.


Chicago is often called "the city that works." At its best, the machine has made things work smoothly. But at its worst, the centering of power in one group has led to cases of corruption over the years.


Professor James Thurber directs a political studies center at American University in Washington. Professor Thurber says an effective political machine depends on a well-organized party that treats its supporters well.


JAMES THURBER: "When I think of Chicago politics, I think of politics built on well-disciplined machines, machines that get people jobs. They actually make sure that certain streets get ploughed and other streets do not get ploughed when there is a snowstorm. They control recruitment of who goes into political office. And if you are not loyal to the machine, and the policy of the machine, you are out.”


Professor Thurber points out that many American cities had political machines in the past. But around the nineteen hundreds, a change took place. Cities began to give jobs to civil service employees instead of political appointees. But Professor Thurber says in Chicago, the tradition of a skillfully operated political machine continued.


JAMES THURBER: "It slowly is declining in its effectiveness, though."

BOB DOUGHTY: Mayor Daley won seventy percent of the vote in his last election in two thousand seven. Chicagoans elected him six times. But last September, he surprised many people with this announcement.


RICHARD M. DALEY: "Today I am announcing that I will not seek a seventh term as mayor of the city of Chicago. Simply put, it is time. It is time for me, it is time for Chicago, to move on. Improving Chicago has been the ongoing work of my life. I loved every minute of it."


Mayor Daley's father, Richard J. Daley, was also mayor for many years. He was first elected in nineteen fifty-five. Over the years he played an influential part in national politics in the Democratic Party. Richard J. Daley led Chicago for twenty-one years. He died in office in nineteen seventy-six, thirteen years before his son became mayor.


Another of his sons, John Daley, is a Cook County commissioner. And another son, William Daley, is now chief of staff to President Obama. Remember? That's the job Rahm Emanuel held until last October.


VOICE TWO: Mayor Daley led improvements in the downtown, lakefront and North Side areas. He put a garden on the roof of City Hall. And he supported the building of Millennium Park near Lake Michigan. People go there for music, theater, ice skating and other entertainment.


But in two thousand nine, even with support from President Obama, Chicago lost its campaign to host the Summer Olympics. Olympic organizers chose Rio de Janeiro for twenty-sixteen, awarding the games to South America for the first time.

BOB DOUGHTY: Chicago's next mayor, Rahm Emanuel, says he wants make the streets safer, especially for children on their way to school. Gangs are a problem, and in the past few years a number of young people have been attacked by other young people.


Mr. Emanuel says he also wants to improve the city's finances. Chicago is struggling with a budget deficit of more than six hundred fifty million dollars.


Rahm Emanuel was elected in February with fifty-five percent of the vote. He will be the city's first Jewish mayor. He defeated five other candidates.


RAHM EMANUEL: "What makes this vote gratifying is that it was built on votes from every corner of this city, from people who believe that a common set of challenges must be met with a common purpose."


But the election provided a fresh example of the rough politics for which Chicago is known. Rahm Emanuel had to go through a legal fight all the way to the Illinois Supreme Court just to get on the ballot.


Some Chicagoans accused him of failing to meet residency requirements as a candidate for mayor. Mr. Emanuel argued that he was still a legal resident of Chicago even when he was serving the president in Washington.


He helped Mr. Obama move from the Senate to the White House in the two thousand eight election. But he also has a lot of experience in local politics. He helped raise record amounts of money for Mayor Daley's election in nineteen eighty-nine.


FAITH LAPIDUS: American University Professor James Thurber says Rahm Emanuel will need the cooperation of the Chicago City Council to succeed. But Don Rose, a longtime political commentator in Chicago, says it remains to be seen if the new mayor will get the support of Alderman Edward Burke. Mr. Burke is sometimes called the most powerful alderman in Chicago.


Mr. Emanuel will be seeing some new faces on the fifty-member council. Eighteen new members have been chosen in the past four years.

BOB DOUGHTY: Politics is not the only game in Chicago. The city has two major league baseball teams, the White Sox and the Cubs. Fans of the Cubs are famous for their loyalty to a team that has not won a World Series championship since nineteen eight. "Everyone loves a loser, and the Cubs are exactly that," says Roy Olson, a former sportswriter and a Cub fan since childhood.


But no matter what happens in sports or politics, Chicagoans have their music. Blues is a traditional favorite. So is jazz which can be found in clubs from Rush Street to the city limits and beyond.


In nineteen seventy-five, John Kander, Fred Ebb and Bob Fosse opened a Broadway musical called "Chicago." The show makes fun of crime and corruption in the city during the nineteen twenties. It takes place during Prohibition, the period when the United States banned alcohol.


The musical has led to a movie and foreign productions. It remains a popular song-and-dance show for theatergoers in New York.


Here are jazz pianist Brad Ellis and his Little Big Band playing a piece from "Chicago" called "All That Jazz."
